 On 23 February 2018, a parcel bomb exploded at the house of Ravindra Kumar Sahu in Patnagarh. In the said incident, Soumyasekhar Sahu and his grandmother Gemamani Sahu were killed in the blast and Rimarani (wife of deceased Soumyasekhar Sahu) was seriously injured. In the said incident, the CBI registered PS Case No. 35/2018 in Patnagarh on 23/03/2018 and the Crime Branch investigated it through PS Case No. 7/2018.

The investigation was carried out by a team led by the then Additional SP Anil Kumar Dash. IG CID Arun Bothra was supervising the investigation. After collecting several circumstantial evidence including scientific evidence, electronic evidence, search evidence and TI parade evidence, a chargesheet was filed against accused Punjilal Mehar under Sections 302/307/201 IPC.

To prove the case under Sections 3 and 4 of the Explosive Substances Act, the public prosecutor examined 62 witnesses, 100 documentary evidence and 51 items in the court. Three witnesses including the accused and 8 documentary evidence were deposed. After considering the evidence and hearing both the parties, the Sessions Judge, Patna, today convicted accused Punjilal Mehar on all the charges mentioned in ST No. 24 of 2018. The accused was sentenced to undergo "life imprisonment" and a fine of Rs. 50,000 for the offence under Section 302 of the Indian Penal Code, to undergo rigorous imprisonment for ten years and a fine of Rs. 2,000 under Section 307, to undergo rigorous imprisonment for seven years and a fine of Rs. 1,000 under Section 2010, to undergo rigorous imprisonment for life and a fine of Rs. 5,000 under Section 3 of the Explosive Substances Act and to undergo rigorous imprisonment and a fine of Rs. 1,000 under Section 4 of the Explosive Substances Act.

The case was handled by Special PP Shri C. R. Kanungo and Advocate Pramod Kumar Mishra. Principal Judicial Magistrate Shri Vijay Kumar Malik was appointed as the Principal Judicial Magistrate for the prosecution.
